Dr. Linda Frazier, PsyD
Dr. Linda Frazier is a licensed clinical psychologist with over 10 years of experience in neuropsychological testing. She provides evaluations for a variety of neurodevelopmental conditions, including ADHD, autism, learning disorders, intellectual disabilities, and more. She also assesses cognitive functioning and concerns relating to brain conditions such as traumatic brain injuries (TBI), strokes, dementia, and more. Additionally, she provides testing for diagnostic clarification of psychiatric disorders such as depression, anxiety, OCD, Bipolar, psychosis, and more.
She is dedicated to providing the highest quality of care to help individuals on their journey toward social, emotional, behavioral, and/or academic success. She works with a variety of ages and works with everyone based on their unique needs. Her goal is to help people understand their unique situation and determine the best course of action based on their individual needs. She truly enjoys helping others and loves watching people work towards reaching their full potential. She firmly believes that knowledge is power, and the better you understand yourself and your abilities, the more successful you will be.

Amelia Howard, PsyD, MS., MA

Amelia Howard, PsyD, MS., MA
Amelia Howard earned her Psy.D. in clinical psychology with an emphasis in family psychology at Azusa Pacific University. She holds a M.S. in counseling and a M.A. and in clinical psychology. Amelia completed an APA accredited internship with an emphasis in health psychology with a family systems emphasis in Hawai’i, followed by post-graduate training. Amelia completed a one year pediatric neuropsychological fellowship with a neurodevelopmental emphasis at Columbia University Irwing Medical Center in New York City, a one year pediatric medical/health-psychology fellowship at Primary Children’s Hospital affiliate of University of Utah, and a one year neurodevelopmental fellowship in private practice. Amelia has advanced training in trauma-informed care using brief interventions working with a variety of medically complex individuals. She has specialty training in pediatric neuropsychological and neurodevelopmental assessments. Currently, she is a neuropsychological psychological associate providing neuropsychological assessments including Autism and ADHD testing in young children through adulthood. Recognized for her dedication, Amelia has been honored and invited to graduate honor societies, Alpha Chi and Psi Chi and she has been recognized for her efforts in serving minority populations. Her scientist-practitioner background allows her to combine research and clinical knowledge to advance the field of psychology seen in the completion of her dissertation focusing on epigenetics, participation in cognitive labs across universities, poster presentations, and media and panel speaker invites. As a full time lecturer and senior adjunct professor, Amelia teaches courses in pediatric interventions, brain and behavior, cognition and affective basis of behavior, counseling theories and techniques, pediatric interventions and multicultural psychology across undergraduate, master, and doctorate level courses. To give back she enjoys actively mentoring current graduate and doctoral students with advancing their careers and navigating academia. She is currently a member of the American Psychological Association (APA) Pediatric divisions and the American Academy of Pediatric Psychology. She is in her second year term as the chair for APA’s Div 54, AYA SIG for the adolescent and young adults. Amelia strives to intervene early on and create a positive shift in the lives of children and adolescents while remaining committed to clarify diagnostics for adults.

Dr. Foster is a clinician with over a decade of experience. He completed his Ph.D in Clinical Psychology at the California School of Professional Psychology-Alliant International University, an APA-accredited predoctoral internship at Kaiser Permanente San Diego, and an APPIC-approved postdoctoral fellowship at Rady Children’s Hospital. Prior to completing his Ph.D, he received a Master’s Degree in Counseling Psychology from Boston College.
Dr. Foster specializes in the evaluation and treatment of neurodevelopmental disorders, including Autism Spectrum Disorder and Attention Deficit Hyperactivity Disorder. He has worked with hundreds of families navigate the evaluation process and has a passion for making sure families are equipped with the right information to advocate for their child’s needs. Prior to joining BrainWorks Behavioral Health, Dr. Foster worked in several school and medical settings to provide evaluation and treatment support. While Dr. Foster now focuses on neuropsychological, psychological, and developmental evaluations, he has over a decade of experience providing therapy services to children, adolescents, and adults. He completed a fellowship with the San Diego Psychoanalytic Center and several intensives in Acceptance and Commitment Therapy (ACT) and Cognitive Behavior Therapy (CBT). Dr. Foster is also PEERS-certified through UCLA’s Semel Institute for Neuroscience and Human Behavior and is a published author in psychological science.
Dr. Foster’s goal when working with families is to ensure they understand their child’s unique strengths and challenges to better aid in connecting their child to treatment. When Dr. Foster is not working, he is enjoying his time with his family, which includes a big rambunctious dog.

Dr. Balcom is a Psychological Associate with over a decade of experience conducting psychological and psychoeducational assessments across clinical and educational settings. He earned his Doctor of Psychology (Psy.D.) with an emphasis in Clinical Psychology from California Southern University and his Master’s degree in Educational Psychology from California State University, Long Beach. He is both a credentialed school psychologist (nationally certified) and a Licensed Educational Psychologist (LEP).
Dr. Balcom specializes in assessing and diagnosing autism spectrum disorder, Attention-Deficit/Hyperactivity Disorder (ADHD), learning disorders, intellectual disabilities, mood and anxiety conditions, and substance use disorders. His clinical training includes extensive use of cognitive, academic, behavioral, and neuropsychological measures to deliver clear diagnostic insights and specific, actionable recommendations. He has also provided therapy services in school and clinical settings, utilizing Cognitive Behavioral Therapy (CBT), Dialectical Behavior Therapy (DBT) strategies, and Motivational Interviewing to assist individuals coping with substance use disorders, emotional regulation challenges, and co-occurring mental health needs.
He works with children, adolescents, and adults, with extensive experience in early childhood assessment and multidisciplinary collaboration. His approach emphasizes culturally responsive, strengths-based care and is grounded in the goal of empowering individuals and families through knowledge and tailored support.

Troy Kurz, MD, MS
Dr. Troy Kurz MD, MS is a board-certified psychiatrist, specializing in psychopharmacology for patients of all ages. He has a keen interest in and specializes in work with children and adolescents. He cares for a wide range of patients with mental disorders, including psychotic disorders, mood disorders, PTSD and personality disorders. Pertaining to pediatrics and adolescents – he concentrates on autism spectrum disorders, ADHD, LGBTQIA+ health, trauma, and mood disorders. Dr. Kurz’s expertise is broad, ranging from outpatient psychopharmacology and psychotherapy, to telepsychiatry. He is also certified in ketamine treatment through the Integrative Psychiatry Institute and provides in-office ketamine treatment. He provides all these services through Luma Health and Wellness in Solana Beach. Lastly, Transcranial Magnetic Stimulation (TMS) is the advanced therapy he offers through BrainWorks Behavioral Health.
Dr. Kurz grew up in southern California and attended college in sunny San Diego. He received his medical degree from Creighton University and completed his general psychiatry training as well as child and adolescent psychiatry specialty training at the University of California Riverside.
Dr. Kurz brings a holistic and individualized approach to the diagnosing and treatment of patients. He applies up-to-date, evidence-based treatments with focus on each patient’s unique life experiences.
